Welcome to the U.S. Department of Education's Strategic Accountability Service (SAS) home page. SAS, in the Office of Planning, Evaluation, and Policy Development, provides information and data to help the Department meet the performance and accountability requirements of the Government Performance and Results Act, the President's Management Agenda, and legislative mandates, including the No Child Left Behind Act.

The Department administers programs that serve students in almost 15,000 school districts, 94,000 public schools, and 27,000 private schools, as well as students in postsecondary education. Our priority is to make certain that Federal funds produce high results and are well-spent.

To ensure that the Department's operations remain focused on results, the Strategic Accountability Service (SAS) has developed disciplined performance and accountability processes. SAS works with senior officers, Budget Service, and program staff in strategic planning, budget and performance integration, annual performance planning and reporting, and cooperative data collection, analysis and reporting of education data with the states through the Performance Based Data Management Initiative (PBDMI), as well as other data efforts.

SAS coordinates an online customer satisfaction survey, the Grantee Satisfaction Survey, that asks selected state education leaders to provide information on the quality of specific Department services and products.

President Bush, in his introductory message to The President's Management Agenda, challenged, "...Good beginnings are not the measure of success. What matters in the end is completion. Performance. Results. Not just making promises but making good on promises." Under the leadership of Secretary Margaret Spellings, the Department has made ambitious commitments to getting results—commitments reflected in the mission of the Department, the principles of the landmark No Child Left Behind Act, and the expectations of the President's Management Agenda. Underlying these initiatives is the fundamental need for rigorous strategic planning and performance management, including the development of strategic goals and performance measures, targets, and data. Plans are just the "good beginnings." Success is measured by the results achieved. Through our work in the Strategic Accountability Services, we intend to make good on these promises.
