CoP Description: The Every Student Succeeds Act (ESSA) introduced a new provision that requires state education agencies (SEAs) to review resource allocation in districts that serve a significant number of schools identified for continuous improvement and a significant number of schools implementing targeted school improvement plans. State agencies had significant flexibility and autonomy to design these reviews, determine what data should be included, and decide how to collaborate with schools and districts to ensure reviews proved helpful as opposed to burdensome.
The Resource Allocation Review CoP provided an opportunity for interested state teams to come together to consider available options for designing and implementing a review process that meets the needs of schools and districts. State teams included representatives from the SEA departments of school improvement, accountability, federal programs, and finance, as well as select LEAs from each participating state. Over the course of six learning cycles, CoP participants developed a better understanding of the resource reviews and their importance, connected resource data to school achievement data, and worked through the mechanics and logistics of implementing the reviews.
