The extent to which the applicant has a high-quality plan for improving teaching and learning by personalizing the learning environment(s) to enable all students to graduate college- and career-ready. This includes implementing instructional strategies for all participating students (as defined in this document) that enable each student to pursue a rigorous course of study, at his or her own pace and in ways that best support each student's learning needs. All participating students (as defined in this document), should be able to, or be on a trajectory to, demonstrate content and skills mastery and credentialing required for the State and LEA's college- and career-ready graduation requirements (as defined in this document). The quality of the plan will be determined based on the extent to which it addresses the following:
