Deputy Education Secretary's Statement on Selection of Chief Information Officer Luis R. Lopez

Today, U.S. Deputy Secretary of Education Cindy Marten issued the following statement on the selection of Luis R. Lopez as Chief Information Officer at the U.S. Department of Education, effective December 18, 2022:

"I am very pleased to congratulate Luis R. Lopez on his appointment as Chief Information Officer at the U.S. Department of Education. He brings deep experience and proven skill in delivering information technology services in large and complex government organizations – and leading IT transformations that ensure those organizations continue to adapt effectively for the people they serve. In his most recent role as the Chief of Operational Services in the Enterprise Technology Services Division within the U.S. Department of Education, he helped modernize our infrastructure and position us to move seamlessly to a remote and hybrid workforce. Making sure we continue to manage and adapt our information technology effectively is absolutely vital to our work of serving our nation's schools, students, and families, and I'm looking forward to working together with Luis as he takes on this crucial role."

About Luis R. Lopez

Luis R. Lopez joined the U.S. Department of Education (ED) in 2017 where he served as the Chief of Operational Services in the Enterprise Technology Services (ETS) Division within the Office of the Chief Information Officer (OCIO) where he led all information technology (IT) service delivery and customer service for the Department. In September 2019, he was selected to serve as an Service Executive Service (SES) member as the Director of ETS. In this position, he was responsible for managing and providing strategic, tactical, and operational direction to all Department stakeholders including senior leadership on the effective engineering, integration, deployment, operations and, infrastructure services supporting the geographically dispersed enterprise. Throughout his tenure at ED, he led the major transformation from a 12 year legacy IT service delivery contract to a new service model that modernized the infrastructure, end user computing and software upgrades that positioned the Department to seamlessly transition to a successful remote and hybrid workforce and continue to modernize. As Director of ETS, Luis served as a principal advisor to the CIO with respect to IT engineering and operational functions supporting the CIO's efforts in overseeing the Department's $1B portfolio.

Prior to ED, Luis has served in various leadership roles including Chief Engineer at the Defense Health Agency (DHA) and Chief of Operations at the Walter Reed National Military Medical Center (WRNMMC). In these roles and with over 17 years of experience in IT, Luis has demonstrated his ability to lead and deliver IT services to large and complex organizations, provide high quality customer service and execute organizational improvements at a senior level. Throughout this experience and major initiatives, Luis was also charged with leading massive IT transitions and consolidation efforts within military medicine which involved unprecedented change in the successful stand up of a new hospital at WRNMMC and the formation of a new unified organization at DHA where he had the responsibility for the technical and organizational integration of Army, Navy, Air Force and Tricare Management Activity into a single common enterprise for the 220,000 personnel of the Military Health System.
