The Office for Civil Rights (OCR) works to ensure equal access to education and to promote educational excellence throughout the Nation through vigorous enforcement of civil rights laws. January 2025 | Resolving a Hostile Environment Under Title VI: Discrimination Based on Race, Color, or National Origin, Including Shared Ancestry or Ethnic Characteristics This resource assists school communities in understanding their obligations under Title VI of the Civil Rights Act of 1964 (Title VI) and discusses some considerations for schools when taking action to remediate a hostile environment under Title VI. The existence of a hostile environment based on race, color, or national origin that is created, encouraged, accepted, tolerated, or left uncorrected by a school can constitute discrimination in violation of Title VI. When a school is taking action to remediate a hostile environment, just as when taking any other action, Title VI prohibits the school from discriminating against students on the basis of race, color, or national origin.
