On May 7, 2026, the U.S. Departments of Education (ED) and Labor (DOL) announced the Fiscal Year 2026 competition for the Teacher Quality Partnership (TQP) Program. ED and DOL plan to award approximately $70 million to eligible applicants to improve student achievement by strengthening teacher preparation and enhancing professional development for new and perspective teachers and school leaders who will then meet all applicable State certification and licensure requirements.

Program Description
The purpose of the Teacher Quality Partnership (TQP) program is to improve student achievement; improve the quality of prospective and new teachers by improving teacher preparation and enhancing professional development to hold teacher preparation programs at institutions of higher education (IHEs) accountable for preparing teachers who meet applicable State certification and licensure requirements; and recruit highly qualified individuals into the teaching force. The TQP program also supports the use of Registered Apprenticeships as a high-quality, work-based learning pathway for preparing and credentialing new teachers based on demonstrated skill and merit, particularly in high-need schools and subject areas experiencing teacher shortages.
Program Types
TQP funds teacher preparation programs at the undergraduate or "fifth-year" level (Pre-Baccalaureate Models); and teaching residency programs for individuals new to teaching with strong academic and professional backgrounds (Residency Models), and leadership programs for educators to prepare teachers who desire leadership programs for educators who desire .careers as superintendents, principals, early childhood education program directors, or other school leaders (Leadership Models).
The Pre-Baccalaureate Model requires that an eligible partnership carry out an effective pre-baccalaureate teacher preparation program or a fifth-year initial licensing program that reforms all or an identified part of the institutions of higher education's teacher preparation program.
The Residency Model calls for the recruitment and training of diverse candidates who can meet the needs of partner high need districts and provide compensation to residents in exchange for a three-year teaching commitment which helps to promote teacher retention.
Additionally, Leadership Models are in conjunction with a Pre-Baccalaureate or a Residency model. Leadership Models are an opportunity for applicants to carry out an effective school leadership program that will prepare individuals enrolled or preparing to enroll in those programs for careers as superintendents, principals, early childhood education program directors, or other school leaders (including individuals preparing to work in local educational agencies located in rural areas who may perform multiple duties in addition to the role of a school leader).

The Teacher Quality Partnership program statute is contained in Title II of the Higher Education Act, as amended on August 14, 2008, by the Higher Education Opportunity Act (Public Law 110-315) (HEA). Definitions for the program (including those for components of an eligible partnership) are contained in section 200 of the HEA, as amended, while the program authority itself is in Title II, Part A of that Act (section 201 - 204)
