Teacher Quality Partnership Program

The U.S. Department of Education (Department) announced a Notice Inviting Applications (NIA) for the Teacher Quality Partnership program in the Federal Register on April 4, 2024. This TQP NIA will close on June 3, 2024. The Department plans to award approximately $25 million to eligible partnerships to support high-quality teacher preparation and professional development for prospective teachers and school leaders.

An eligible applicant must be an "eligible partnership" as defined in section 200(6) of the HEA. The eligible partnership means an entity that--

Must include each of the following:

1. A high-need local educational agency;
2. A high-need school or consortium of high-need schools served by the high-need local educational agency, or, as applicable, a high-need early childhood education program
3. A partner institution;
4. A school, department, or program of education within such partner institution, which may include an existing teacher professional development program with proven outcomes within a four-year institution of higher education that provides intensive and sustained collaboration between faculty and local educational agencies consistent with the requirements of this title;
5. A school or department of arts and sciences within such partner institution; and
6. An eligible partnership may include any of the following--
   1. The Governor of the State;
   2. The State educational agency;
   3. The State board of education;
   4. The State agency for higher education;
   5. A business;
   6. A public or private nonprofit educational organization;
   7. An educational service agency;
   8. A teacher organization;
   9. A high-performing local education agency, or a consortium of such local educational agencies, that can serve as a resource to the partnership;
   10. A charter school (as defined in section 5210 of the ESEA);
   11. A school or department within the partner institution that focuses on psychology and human development;
   12. A school or department within the partner institution with comparable expertise in the disciplines of teaching, learning, and child and adolescent development; or
   13. An entity operating a program that provides alternative routes to State certification of teachers.

Please Note: Changes in the law that affects eligibility

On July 1, 2009, the President signed into law H.R. 1777 which makes corrections and other changes to the Higher Education Act of 1965, as amended. Included in this Act are technical corrections to the Teacher Quality Partnership Grant Program. The technical corrections include the following:

• Allowing 5th year initial licensing programs to be eligible to apply along with pre-baccalaureate programs under the Pre-Baccalaureate Program Absolute Priority #1; and
• Extending the requirement to acquire a master's degree from one-year to 18 months after beginning the Teaching Residency Program (Absolute Priority #2).

What's New

The U.S. Department of Education (Department) announced a Notice Inviting Applications (NIA) for the Teacher Quality Partnership program in the Federal Register on April 4, 2024. This TQP NIA will close on June 3, 2024. The Department plans to award approximately $25 million to eligible partnerships to support high-quality teacher preparation and professional development for prospective teachers and school leaders.

TQP funds teacher preparation programs at the undergraduate or "fifth-year" level (Pre-Baccalaureate Models); and teaching residency programs for individuals new to teaching with strong academic and professional backgrounds (Residency Models). This Notice Inviting Applications also includes two Leadership priorities.

The Pre-Baccalaureate Model requires that an eligible partnership carry out an effective pre-baccalaureate teacher preparation program or a fifth-year initial licensing program that reforms all or an identified part of the institutions of higher education's teacher preparation program.

The Residency Model calls for the recruitment and training of diverse candidates who can meet the needs of partner high need districts and provide compensation to residents in exchange for a three-year teaching commitment which helps to promote teacher retention.

Additionally, the Leadership priorities provide an opportunity for applicants to carry out an effective school leadership program that will prepare individuals enrolled or preparing to enroll in those programs for careers as superintendents, principals, early childhood education program directors, or other school leaders (including individuals preparing to work in local educational agencies located in rural areas who may perform multiple duties in addition to the role of a school leader).

This competition also includes four competitive priorities. These competitive priorities are: Increasing Educator Diversity, Supporting a Diverse Educator Workforce and Professional Growth to Strengthen Student Learning, Meeting Student Social, Emotional, and Academic Needs, and Promoting Equity in Student Access to Educational Resources and Opportunities. In addition, the notice includes two invitational priorities: Partnership Grants for the Establishment of Grow Your Own Programs and Registered Apprenticeship Programs for K-12 Teachers and Supporting Early Elementary Educators and School Leaders.

Indirect Cost Rate Information

The TQP program uses a training indirect cost rate. This limits indirect cost reimbursement to an entity's actual indirect costs, as determined in its negotiated indirect cost rate agreement, or eight percent of a modified total direct cost base, whichever amount is less.

However, applicants must keep in mind that TQP follows a 2% Administrative Cost Cap which may supersede the 8% training indirect cost rate. Administrative cost must be calculated and monitored first so the 2% is not exceeded due to the regulatory requirement. This is indicated in Slide Deck #4.

HEA Section 203(d) states an eligible partnership that receives a TQP grant may not use more than two percent of the funds provided to administer the grant.  All TQP grantees are required to comply with this 2% Admin Cost Cap.  Please review the slide deck to better understand this requirement and how to apply it to your TQP grant.
