The Model Comprehensive Transition and Postsecondary Programs for Students with Intellectual Disabilities (TPSID) provides grants to institutions of higher education or consortia of institutions of higher education to enable them to create or expand high quality, inclusive model comprehensive transition and postsecondary programs for students with intellectual disabilities.
Types of Projects
TPSID projects will establish model comprehensive transition and postsecondary programs that:
- Serve students with intellectual disabilities;
- Provide individual supports and services for the academic and social inclusion of students with intellectual disabilities in academic courses, extracurricular activities, and other aspects of the IHE’s regular postsecondary program;
- Provide a focus on academic enrichment, socialization, independent living skills, including self-advocacy, and integrated work experiences and career skills that lead to gainful employment;
- Integrate person-centered planning in the development of the course of study for each student with an intellectual disability participating in the model program;
- Participate with the coordinating center established under section 777(b) of the HEA in the evaluation of the components of the model program;
- Partner with one or more local educational agencies to support students with intellectual disabilities participating in the model program who are still eligible for special education and related services under the Individuals with Disabilities Education Act (IDEA), including the use of funds available under part B of IDEA to support the participation of such students in the model program;
- Plan for the sustainability of the model program after the end of the grant period; and
- Create and offers a meaningful credential for students with intellectual disabilities upon the completion of the model program.
- Incorporate into the model comprehensive transition and postsecondary program for students with intellectual disabilities carried out under the grant one or more of the following elements:
- The formation of a partnership with any relevant agency serving students with intellectual disabilities, such as a vocational rehabilitation agency.
- In the case of an institution of higher education that provides institutionally owned or operated housing for students attending the institution, the integration of students with intellectual disabilities into the housing offered to nondisabled students.
- The involvement of students attending the institution of higher education who are studying special education, general education, vocational rehabilitation, assistive technology, or related fields in the model program.

The Department of Defense and Full-Year Continuing Appropriations Act, 2011 (Pub. L. 112-10), recently passed by Congress provides funding for the Department of Education for the remainder of Federal Fiscal Year 2011. That law appropriates $10,978,000 for the TPSID program for this fiscal year. The Department expects to make non-competing continuation awards in the summer of 2011.

Organizations Must Register with SAM.gov and Grants.gov
The System for Award Management (SAM.gov) is a government-wide registry for organizations doing business with the Federal government. SAM.gov centralizes information about grant recipients and provides a central location for grant recipients to change organizational information. Grants.gov uses SAM.gov to establish organizational authority for its users and to provide unique entity identification numbers. SAM registration must be renewed annually.
First, you must register with SAM.gov to obtain a Unique Entity Identifier (UEI). The UEI is a 12-character alphanumeric identifier assigned to all entities (public and private companies, individuals, institutions, or organizations) to do business with the Federal Government. Organizations will also need to designate an E-Business Point of Contact (EBiz POC). It can take 7-10 business days to fully complete the registration process required for most funding opportunities. There is no fee for registering with SAM.gov.
Grants.gov
After obtaining the UEI for the organization from SAM.gov, you must return to Grants.gov to continue registration. There is no fee for registering with Grants.gov. Your organization’s EBiz POC must:
- Create a Grants.gov account with the same email address as used in SAM.gov for EBiz POC, and
- Add a profile with Grants.gov using the UEI obtained from SAM.gov.
