National TA Center for Postsecondary Education and Training for Individuals who are Deaf or Hard of Hearing (84.326D)

The Technical Assistance and Dissemination to Improve Services and Results for Children with Disabilities program promotes academic achievement and improves results for children with disabilities by providing TA, supporting model demonstration projects, disseminating useful information, and implementing activities that are supported by scientifically based research.

The purpose of this grant is to fund a cooperative agreement to establish and operate a National Technical Assistance Center for Postsecondary Education and Training for Individuals who are Deaf or Hard of Hearing. This Center will support postsecondary education through its work with postsecondary institutions, SEAs, LEAs, State VR agencies, VR service providers, and other relevant organizations and public agencies, to more effectively address the postsecondary, vocational, technical, continuing, and adult education (postsecondary education and training) needs of individuals who are deaf or hard of hearing, including those who have co-occurring disabilities, and those who are English learners. The Center will foster collaboration among postsecondary institutions, SEAs, LEAs, State VR agencies, VR service providers, and other relevant organizations and public agencies to support improved outcomes for deaf or hard of hearing transition-aged youth.

20 U.S.C. 1463 and 1481(d) of the Individuals with Disabilities Education Act.

Eligibility

Under section 1473, the term "eligible entity" has the meaning given the term in section 1461(b) of IDEA:

1. State educational agency (SEA)
2. Local education agency (LEA)
3. Public charter school that is a local education agency under State law
4. Institution of higher education (IHE)
5. Public agency not described in subparagraphs (A) through (D)
6. Private nonprofit organization
7. Outlying area
8. Indian Tribe or a Tribal organization (as defined under section 5304 of title 25)
9. For-profit organization, if the Secretary finds it appropriate in light of the purposes of a particular competition for a grant, contract, or cooperative agreement under this part.

Note: The Secretary may limit which eligible entities described above are eligible for a grant, contract, or cooperative agreement under this part to 1 or more of the categories of eligible entities described in paragraph 1 of this section.
