The Personnel Development to Improve Services for Children with Disabilities (Personnel Preparation) program helps meet state-identified needs for adequate numbers of fully certified personnel to serve children with disabilities by supporting competitive awards to:
Provide research-based training and professional development to prepare special education, related services, early intervention, and regular education personnel to work with children with disabilities
Ensure that those personnel are fully qualified, and possess the skills and knowledge that are needed to serve children with disabilities.
The Expanding Career Pathways and Workforce Readiness of Special Education Teachers and Early Intervention Personnel Through Registered Apprenticeships grant funds cooperative agreements that support registered apprenticeship programs that attract, prepare, and retain special education teachers or early intervention personnel.
FY 2026 Funding
Estimated Available Funds: $7,000,000
Max Award Ceiling: We will not make an award exceeding $7,000,000 for a project period of 60 months or an award that exceeds $1,000,000 for any single budget period.

State educational agencies (SEAs)
Part C lead agencies
Other public agencies that are not SEAs, local educational agencies (LEAs), institutions of higher education (IHEs), or public charter schools
