National Center on Digital Access in Education (84.327Z)

The purpose of the Educational Technology, Media, and Materials for Individuals with Disabilities Program (ETechM2 Program) is to improve results for children with disabilities by: 

1. promoting the development, demonstration, and use of technology; 
2. supporting educational activities designed to be of educational value in the classroom for children with disabilities; 
3. providing support for captioning and video description that is appropriate for use in the classroom; and 
4. providing accessible educational materials to children with disabilities in a timely manner.

The purpose of this grant is to fund a cooperative agreement to esatblish and operate a National Center on Digital Access in Education (Center). The Center will work with key partners to improve the quality, availability, and timely provision of accessible digital educational materials and instruction, for children with disabilities. The Center funded under this grant will consider digital access to learning for children with disabilities in all learning environments in which children with disabilities are served under Part B and Part C of IDEA.

20 U.S.C. 1474, 1481, and 1482 of the Individuals with Disabilities Education Act (IDEA).

Eligibility

Under section 1473, the term "eligible entity" has the meaning given the term in section 1461(b) of IDEA:

1. State educational agency (SEA)
2. Local education agency (LEA)
3. Public charter school that is a local education agency under State law
4. Institution of higher education (IHE)
5. Public agency not described in subparagraphs (A) through (D)
6. Private nonprofit organization
7. Outlying area
8. Indian Tribe or a Tribal organization (as defined under section 5304 of title 25)
9. For-profit organization, if the Secretary finds it appropriate in light of the purposes of a particular competition for a grant, contract, or cooperative agreement under this part.

Note: The Secretary may limit which eligible entities described above are eligible for a grant, contract, or cooperative agreement under this part to 1 or more of the categories of eligible entities described in paragraph 1 of this section.
