Program Description
This discretionary grant program is designed to increase the number of low-income students who are prepared to enter and succeed in postsecondary education. GEAR UP provides six-year or seven years grants to states and partnerships to provide services at high-poverty middle and high schools. GEAR UP grantees serve an entire cohort of students beginning no later than the seventh grade and follow the cohort through high school. GEAR UP funds are also used to provide college scholarships to low-income students.
Types of Grants
GEAR UP offers state and partnership grants. State grants are competitive six-year matching grants that must include both an early intervention component designed to increase college attendance and success and raise the expectations of low-income students and a scholarship component.

Eligibility
To be eligible for a State grant, applicants must be one of the 50 States of the United States of America, the Commonwealth of Puerto Rico, the District of Columbia, Guam, American Samoa, the U.S. Virgin Islands, the Commonwealth of the Northern Mariana Islands, and the Freely Associated States (see 20 U.S.C. §1003(21))
The Governor of a State must designate which State agency applies for, and administers, a State grant under GEAR UP (20 U.S.C. 1070a-21 to 1070a-28).
