Program Description
The Center of Educational Excellence for Black Teachers Program at Historically Black Colleges and Universities (CEEBT) program is designed to support a model center of educational excellence at one or more HBCUs with a demonstrable record in graduating highly skilled, well-prepared, Black teachers.
Types of Projects
Grant(s) awarded under this program is for a period of three years. Required grant activities include:
- Establishing a Center of Educational Excellence for Black Teachers (CEEBT) Program on the campus of an Historically Black Colleges and Universities (HBCU) institution to provide a model program center of educational excellence for Black student teachers;
- The model program will focus on the various aspects of the teacher preparation pipeline, including the recruitment, preparation, support, and placement of Black teachers.
- Increasing educator diversity is critical to our agency's mission of promoting educational excellence and ensuring equal access for all students to a diverse and well-qualified educator workforce.
- Providing a coordinator whose primary responsibility is to coordinate the model program;
- Monitoring the rates of student enrollment, persistence, completion; and placement;
- Developing a plan to sustain the Center of Excellence Educational Excellence for Black Teachers (CEEBT) Program at Historically Black Colleges and Universities after the grant period; and
- A grant under this competition must ensure that you have in place the necessary processes and systems to comply with the reporting requirements in 2 CFR part 170 should you receive funding under the competition. This does not apply if you have an exception under 2 CFR 170.110(b).
- At the end of your project period, you must submit a final performance report, including financial information, as directed by the Secretary. If you receive a multiyear award, you must submit an annual performance report that provides the most current performance and financial expenditure information as directed by the Secretary under 34 CFR 75.118. The Secretary may also require more frequent performance reports under 34 CFR 75.720(c). For specific requirements on reporting, please go to www.ed.gov/fund/grant/apply/appforms/appforms.html.
Institutions of Historically Black Colleges and Universities (HBCU) that are eligible in accordance with Section 322 [20 USC §1061].

Performance Reports

Grantees submit reports through the FIPSE Grant Database. The Department provides grantees with the required password and other information needed to access the FIPSE database system. The database also includes a publicly accessible searchable catalog of abstracts of projects funded under OPE's Fund for the Improvement of Postsecondary Education programs.Performance Measures
Under the Government Performance and Results Act of 1993, the Department will use the following performance measures to evaluate the success of the Center of Educational Excellence for Black Teachers (CEEBT) at HBCU grants:
- (a) The number of teacher candidates who complete the preparation program.
- (b) The number of teacher candidates who complete the preparation program who are Black males.
- (c) The number of teacher candidates served by the funded program who become fully certified and are placed as teachers of record.
- (d) The number of teacher candidates served by the funded program who are Black males and who become fully certified and are placed as teachers of record.
Grantees will be asked to collect and report data on this measure in the annual performance report (EDGAR, 34 CFR 75.590).
