Announcing New Fiscal Year 2024 CSP Developer Grant Awards!
On September 26, 2024, the U.S. Department of Education awarded approximately $1.8 million in new funds through three grants under the Fiscal Year (FY) 2024 CSP Developer Grants competition. These funds will be used to open charter schools in California, Ohio, and Puerto Rico.
The Notice Inviting Applications (NIA) was published in the Federal Register on April 24, 2024, and closed on June 24, 2024. For more information about the competition and the new awards, please visit the Applicant Info and Eligibility and Awards tabs.
Program Description
The major purposes of the CSP are to:
- Expand opportunities for all students, particularly for children with disabilities, English learners, and other traditionally underserved students, to attend charter schools and meet challenging State academic standards;
- Provide financial assistance for the planning, program design, and initial implementation of charter schools;
- Increase the number of high-quality charter schools available to students across the United States;
- Evaluate the impact of charter schools on student achievement, families, and communities;
- Share best practices between charter schools and other public schools;
- Aid States in providing facilities support to charter schools;
- Support efforts to strengthen the charter school authorizing process; and
- Support quality, accountability, and transparency in the operational performance of all authorized public chartering agencies, including State educational agencies (SEAs) and local educational agencies (LEAs).
Through CSP Developer Grants, the Department provides financial assistance to charter school developers to enable them to open and prepare for the operation of new charter schools or to replicate or expand high-quality charter schools in States that do not currently have a CSP State Entity grant (ALN 84.282A) under the ESEA. Funding is awarded under two types of grants: (1) opening of new charter schools (ALN 84.282B) and (2) replication and expansion of high-quality charter schools (ALN 84.282E). Charter schools that receive financial assistance through CSP Developer Grants provide elementary or secondary education programs, or both, and may also serve students in early childhood education programs or postsecondary students, consistent with the terms of their charter.

The competition closed on June 24, 2024.
Eligibility
Eligible applicants are developers that have--
- Applied to an authorized public chartering authority to operate a charter school; and
- Provided adequate and timely notice to that authority. (Section 4310(6) of the ESEA)
Additionally, the charter school must be located in a State with a State statute specifically authorizing the establishment of charter schools (as defined in section 4310(2) of the ESEA) and in which a State entity currently does not have a CSP State Entity grant (84.282A) under section 4303 of the ESEA. (Section 4305(a)(2) of the ESEA).

- This pre-recorded webinar is designed to assist potential applicants with Application Requirement (k), which requires a CSP Developer applicant to conduct a needs analysis and describe the need for the proposed project. The webinar offers a brief overview of the needs analysis requirement and includes informal interviews with a State Entity and CMO grantee about the activities and strategies they used to address the requirement, as well as the State Entity grantee discussing the supports provided to the charter school developers in their state so they too can more effectively comply with the requirement.

Registering on SAM.gov and Grants.gov:
REGISTER EARLY!
As outlined in the Application Package Instructions, prospective applicants must register with www.Grants.gov and www.SAM.gov and obtain several authorizations to submit an application. This registration process can take weeks, so we recommend that you begin the process well in advance of the application deadline date.
- Grants.gov registration involves many steps including registration on SAM (www.SAM.gov), which may take approximately one week to complete, but could take upwards of several weeks to complete, depending upon the completeness and accuracy of the data entered into the SAM database by an applicant.
- You may begin working on your application while completing the registration process, but you cannot submit an application until all of the registration steps are complete.
- Please note that once your SAM registration is active, it will take 24 to 48 hours for the information to be available in Grants.gov, and before you can submit an application through Grants.gov.
- For detailed information on the registration steps, please go here. (Note: Your organization will need to update its SAM registration annually.)
- To register in SAM.gov, click on the "Get Started" link under the "Register Your Entity…" heading in SAM.gov.
- Grantees, and other entities wanting to do business with the Department (e.g., entities applying for a grant), that are not already registered in SAM.gov must complete the "Register Entity" registration option and NOT the "Get a Unique Entity ID" option.
- The "Get a Unique Entity ID" option, which is not a full registration, is only available to entities for reporting purposes. Failing to complete the "Register Entity" option may result in loss of funding, loss of applicant eligibility, and/or delays in receiving a grant award.

FY 2024 Eligibility Information

What's New
Announcing New Fiscal Year 2024 CSP Developer Grant Awards!
On September 26, 2024, the U.S. Department of Education awarded approximately $1.8 million in new funds through three grants under the Fiscal Year (FY) 2024 CSP Developer Grants competition. These funds will be used to open charter schools in California, Ohio, and Puerto Rico.
The Notice Inviting Applications (NIA) was published in the Federal Register on April 24, 2024, and closed on June 24, 2024. For more information about the competition and the new awards, please visit the Applicant Info and Eligibility and Awards tabs.
Program Description
The major purposes of the CSP are to:
- Expand opportunities for all students, particularly for children with disabilities, English learners, and other traditionally underserved students, to attend charter schools and meet challenging State academic standards;
- Provide financial assistance for the planning, program design, and initial implementation of charter schools;
- Increase the number of high-quality charter schools available to students across the United States;
- Evaluate the impact of charter schools on student achievement, families, and communities;
- Share best practices between charter schools and other public schools;
- Aid States in providing facilities support to charter schools;
- Support efforts to strengthen the charter school authorizing process; and
- Support quality, accountability, and transparency in the operational performance of all authorized public chartering agencies, including State educational agencies (SEAs) and local educational agencies (LEAs).
Through CSP Developer Grants, the Department provides financial assistance to charter school developers to enable them to open and prepare for the operation of new charter schools or to replicate or expand high-quality charter schools in States that do not currently have a CSP State Entity grant (ALN 84.282A) under the ESEA. Funding is awarded under two types of grants: (1) opening of new charter schools (ALN 84.282B) and (2) replication and expansion of high-quality charter schools (ALN 84.282E). Charter schools that receive financial assistance through CSP Developer Grants provide elementary or secondary education programs, or both, and may also serve students in early childhood education programs or postsecondary students, consistent with the terms of their charter.

The competition closed on June 24, 2024.
Eligibility
Eligible applicants are developers that have--
- Applied to an authorized public chartering authority to operate a charter school; and
- Provided adequate and timely notice to that authority. (Section 4310(6) of the ESEA)
Additionally, the charter school must be located in a State with a State statute specifically authorizing the establishment of charter schools (as defined in section 4310(2) of the ESEA) and in which a State entity currently does not have a CSP State Entity grant (84.282A) under section 4303 of the ESEA. (Section 4305(a)(2) of the ESEA).

Registering on SAM.gov and Grants.gov:
REGISTER EARLY!
As outlined in the Application Package Instructions, prospective applicants must register with www.Grants.gov and www.SAM.gov and obtain several authorizations to submit an application. This registration process can take weeks, so we recommend that you begin the process well in advance of the application deadline date.
- Grants.gov registration involves many steps including registration on SAM (www.SAM.gov), which may take approximately one week to complete, but could take upwards of several weeks to complete, depending upon the completeness and accuracy of the data entered into the SAM database by an applicant.
- You may begin working on your application while completing the registration process, but you cannot submit an application until all of the registration steps are complete.
- Please note that once your SAM registration is active, it will take 24 to 48 hours for the information to be available in Grants.gov, and before you can submit an application through Grants.gov.

- To register in SAM.gov, click on the "Get Started" link under the "Register Your Entity…" heading in SAM.gov.
