UEI Support Guide for REAP Grantees

To access REAP program grant funds, each grantee local educational agency (LEA) must have a unique entity identifier (UEI) that is actively registered in the System for Award Management's online platform, SAM.gov. It is the responsibility of each grantee LEA to obtain and maintain annually an active UEI in SAM.gov. UEI registration and renewal through SAM.gov is always free.

To verify that your LEA UEI is associated with your account and actively registered:

  1. Log into SAM.gov and select the "Check Entity Status" button to access the Entity Status Tracker.
  2. Enter your LEA's UEI and select "Search". 
  3. If your UEI is actively registered, the Entity Status Tracker will display your UEI alongside a green bullet point labeled "Active Registration."
    1. If your UEI isn't displayed with the "Active Registration" designation, follow the prompts within the Entity Status Tracker to take action on your individualized next steps.

If have logged in to SAM.gov and cannot view your LEA's UEI in the Entity Status Tracker, you are most likely not the Entity Administrator for your LEA.

To resolve this, you can either:

  1. Locate the individual at your LEA who is currently assigned the Entity Administrator role, OR
  2. Complete the steps outlined in the following Federal Service Desk guide to assign yourself the Entity Administrator role: Entity Registration Guide: How can I become the administrator for my non-federal entity registration?

If the Entity Status Tracker displays an "ID Assigned" status, this means your LEA has been assigned an alphanumeric UEI code, however, your LEA's UEI is not fully registered.

To fully register the UEI, follow the steps outlined in the following Federal Service Desk guide: Entity Registration Guide: If I already have a Unique Entity ID, how do I register my entity?

UEIs expire every year and must be renewed annually to maintain active status.

The quickest, easiest way to gain the Entity Administrator role is for the current Entity Administrator to assign the role to a new individual.

If the name or physical address of your LEA has changed, do not create a brand new UEI.

Your district should only have one Unique Entity Identifier (UEI). 

  • If you have accidentally created more than one, please check the Entity Status Tracker for each UEI you are aware of associated with your LEA. Identify the UEI that is the most accurate, up to date, and/or active and use only that UEI moving forward.

To prevent the creation of duplicate UEI in the future, please note:

Identity proofing is the process of verifying that you are who you say you are and is required for entity administrator access. For SAM.gov, this process involves supplying identifying information about yourself to login.gov

Login.gov will use the information to check your identity. You will be asked to provide your Social Security Number (SSN) and upload a photograph of your state-issued ID so that login.gov can verify that information against Department of Motor Vehicles (DMV) records. You must also provide your phone number, which is validated against your known phone bill to verify your address. Your address can also be verified by U.S. mail as a backup method.

If you need additional support in registering a UEI, please refer to the SAM.gov Help Desk, also known as the Federal Service Desk (FSD). You can use the FSD search feature or, once you login, we recommend using the "Create an Incident Feature" located at the bottom of the FSD homepage. If you create an incident ticket, FSD will communicate with you via email, and you will have a trackable ticket number.

  • NOTE: Help Desk communications are time sensitive, and you should respond promptly to avoid having to submit a new ticket for the same issue.
