The Rural Education Achievement Program (REAP), as authorized by Part B of Title V of the reauthorized Elementary and Secondary Education Act (ESEA), is designed to help rural districts that may lack the personnel and resources to compete effectively for federal competitive grants, and that often receive grant allocations that are too small to be effective in meeting their intended purposes.
There are three formula grant programs authorized under REAP:
- The Small, Rural School Achievement (SRSA) Program
- The Rural and Low-Income School (RLIS) Program
- The Rural and Low-Income School - Specially Qualified Agency (RLIS-SQA) Program
The formula grant funds and the fund use flexibility available under REAP enable rural local educational agencies (LEAs) to participate more fully and effectively in many ESEA programs, and allow them to provide better educational services to their students.
REAP Formula Grants
Provides rural LEAs with financial assistance to fund initiatives aimed at improving student academic achievement (ALN: 84.358A).
Provides funds to rural LEAs to pay for activities authorized under Titles I-IV of the ESEA, as well as parental involvement activities (ALN: 84.358B)
The Rural and Low-Income School - Specially Qualified Agency Program (RLIS-SQA) provides rural districts with financial assistance (ALN: 84.358C).

National Center for Education Statistics (NCES)
The U.S. Department of Education's (ED) NCES assigns locale codes to schools based on the physical location of the school. ED uses school locale codes to determine if an LEA can be considered rural for purposes of the REAP program. The school locale codes required for SRSA program eligibility are 41, 42, and 43. The school locale codes required for RLIS program eligibility are 32, 33, 41, 42, and 43.
