Program Description
This authority allows the Insular Areas (American Samoa, the Commonwealth of the Northern Mariana Islands, Guam, and the U.S. Virgin Islands) to apply for two or more eligible State administered formula grant programs under one application, and to choose how to allocate funds among programs within the consolidated application.
In general, Consolidated Grant funds are used to improve teaching and learning by encouraging greater cross-program coordination, planning, and service delivery, while enhancing integration of programs with educational activities carried out with State and local funds. The Consolidated Grant is designed to minimize the burden caused by existing application and reporting procedures for certain eligible grant programs. Each Insular Area submits one application for any two or more eligible programs. Beginning in FY 2017, the Insular Areas submitted a three-year application; each subsequent year during the three-year period the Insular Areas can submit amendments to the application. The amount of the Consolidated Grant is the sum of the allocations the Insular Area receives under each of the grant programs included in the application.
Once an Insular Area identifies two or more eligible programs to consolidate, they must decide under which one or more of the consolidated programs they will appropriate funds to in order to carry out program activities. The Insular Areas may only use and administer funds received under a Consolidated Grant to carry out eligible programs included in the consolidation and use those funds for any of the authorized purposes of that program or programs.
There are 9 Department of Education programs eligible for consolidation. Eight of these programs are located in the Office of Elementary and Secondary Education, and are authorized under the Elementary and Secondary Education Act of 1965, as amended. The one remaining program is located in the Office of Career, Technical, and Adult Education. These programs include:

- Title I, Part B — State Assessment Grants (Title I-B)
- Title II, Part A — Supporting Effective Instruction State Grants (Title II-A)
- Title III, Part A — English Language Acquisition State Grants (Title III-A)
- Title IV, Part A — Student Support and Academic Enrichment Grants (Title IV-A or SSAE)
- Title IV, Part B — 21st Century Community Learning Centers (Title IV-B)
- Title V, Part B, Subpart 2 — Rural and Low-Income School Program (Title V-B or RLIS); and
- Education for Homeless Children and Youths Grants (EHCY) authorized by the McKinney-Vento Homeless Assistance Act (McKinney-Vento).

- Career and Technical Education — Basic State Grants Program authorized by the Carl D. Perkins Career and Technical Education Act of 2006, as amended by the Strengthening Career and Technical Education for the 21st Century Act (Perkins V).

Legislation
The Consolidated Grant is authorized under 48 U.S.C. 1469a. Regulations pertaining to the Consolidated Grant are located in the Education Department General Administrative Regulations (EDGAR) at 34 CFR 76.125 — 76.137. Per 34 CFR 76.136, the "Insular Areas may only use and administer funds under programs described in §76.125(c) during a fiscal year for which the Insular Area is entitled to receive funds under an appropriation for that program."

The Insular Areas Team (IAT), within Rural, Insular, and Native Achievement Programs (RINAP) in the Office of Elementary and Secondary Education (OESE), is committed to supporting the Insular Areas as they implement United States Department of Education (Department) programs through the Consolidated Grants to the Insular Areas (CG). This includes a monitoring process designed to both address the IAT's responsibilities for fiscal and programmatic oversight and to also identify areas in which the Insular Areas need assistance and support to meet their goals and obligations. The monitoring process is anchored around ongoing conversations between IAT program officers and grantees and is conducted using both off-site (desk) monitoring and on-site monitoring visits to grantees.
The goal of the monitoring process is to conduct a program-centered, performance-focused review of the CG through a single, streamlined process that results in improved and strengthened partnerships between the Department and the Insular Areas. To accomplish this, the IAT monitoring process is organized into specific grant performance topics, which reflect the programmatic and fiscal requirements of the CG program.
Monitoring Reports
All monitoring reports are provided in the table below and assess an Insular Area's grant administration and fiscal management processes, based on information provided through the review process, and other relevant qualitative and quantitative data. Monitoring reports are designed to communicate to Insular Areas and stakeholders the status of program implementation, noting areas where the Insular Area is excelling and areas that require attention.
