On Thursday, March 11, 2021, President Biden signed into law the American Rescue Plan (ARP) Act, which delivered critical aid to States (as well as Puerto Rico and the District of Columbia), districts, schools, educators, students, and families as the country continues to recover from the COVID-19 pandemic. The U.S. Department of Education (Department) will move quickly to get these vital resources to each State, Puerto Rico, and the District of Columbia.
The Department is committed to supporting State educational agencies (SEAs) and school districts in implementing these unprecedented resources to promote safe school operations and equity-driven, sustainable, evidence-based programs to serve students — especially those who are the furthest from opportunity — and to continue to strengthen teaching and learning.

Bureau of Indian Education
As part of the CARES Act’s Education Stabilization Fund, the Department is required to set aside one-half of 1% of the $30.75 billion ($153,750,000) for programs operated or funded by the Bureau of Indian Education, in consultation with the Secretary of Interior. The Department signed an agreement with BIE on June 12, 2020, to govern the terms of the funds transferred to BIE. The Department initiated the transfer of funds to Interior on June 15, 2020.

- June 9, 2022 at 2pm EST: the Department hosted a webinar entitled LEA-level Maintenance of Equity Reporting Requirements, outlining the local maintenance of equity reporting requirements for SEAs and LEAs in the Notice of Final Requirement.
- G5 Email, June 2, 2022: The Department has published a Notice of Final Requirement (NFR) in the Federal Register regarding the LEA-level maintenance of equity provisions under section 2004(c) of the ARP Act. This NFR establishes requirements for publishing LEA-level maintenance of equity data to demonstrate that LEAs are maintaining both fiscal and staffing equity in fiscal years 2022 and 2023.

If an entity has applied for a UEI but has not yet received the UEI by the respective APR reporting deadline, submit with the provided temporary UEI. These temporary UEIs will need to be updated to actual UEIs at a later date. If an entity has applied for a UEI but SAM.gov denied the UEI because it was determined the entity is not unique (shared name, tax ID, etc.), reporting for that entity should be aggregated to the level/entity recognized by SAM.gov as unique.

Targeted Monitoring focuses on specific areas of compliance with Federal requirements for States with potential grantee compliance issues. It also includes the work that the Department does to monitor and support States to come into compliance with the unique Maintenance of Effort and Maintenance of Equity provisions required by the pandemic relief acts.
Comprehensive Monitoring consists of a full programmatic and fiscal review focused on the grantee's implementation of the pandemic relief programs. This type of monitoring evaluates the systems and processes a grantee uses to implement its programs, including the grantee's accounting systems and fiscal controls, internal controls, personnel, allocations, budgeting, and subrecipient monitoring.
Consolidated Monitoring is a cross-program review of the grantee's implementation of its K-12 formula grants for both pandemic relief funding and Elementary and Secondary Education Act of 1965 (ESEA) formula grant programs administered by OESE.

Education Stabilization Fund Transparency Portal
Established in November of 2020, Covid-Relief-Data.ed.gov disseminates information about the three primary Education Stabilization Funds (ESF) programs managed by the U.S. Department of Education and authorized by the Coronavirus Aid, Relief, and Economic Security Act (CARES) and the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSA): the Elementary and Secondary School Emergency Relief (ESSER) Fund, the Governor's Emergency Education Relief (GEER) Fund, and the Higher Education Emergency Relief (HEER) Fund. This publicly accessible site reports how the ESF funds were allocated by the U.S. Department of Education and used by states, outlying areas, local educational agencies (LEAs), and institutions of higher education (IHEs) to alleviate the impact of COVID-19. The site aims to provide the public with transparent, searchable, and understandable data.
Covid-Relief-Data.ed.gov synthesizes data from several sources to improve transparency of federal spending on elementary and secondary education and higher education for the public on Education Stabilization Funds.

Please note: As you complete your FFATA reporting to include subawards made with reverted EANS funds, please be sure to report using your State's CRRSA EANS or ARP EANS FAIN Number, not your State's GEER II FAIN Number. When an SEA reverts unobligated CRRSA EANS or ARP EANS funds to the Governor for allowable uses under GEER II, such funds remain CRRSA EANS or ARP EANS funds.

- As a part of EO 14000, the Department set up the Safer Schools and Campuses Best Practices Clearinghouse, which highlights a number of promising practices from the field on how schools and districts can address the impact of the COVID-19 pandemic
- The Lessons from the Field Webinar series, hosted on the National Center on Safe Supportive Learning Environments site, is a regular webinar, cohosted by the Department and the CDC, that highlights promising practices in the field. This webinar has addressed topics from early childhood education to school nutrition to mental health supports.
- In December 2021, the Department launched two new multistate communities of practice to support states in addressing the impact of lost instructional time from the pandemic. Read more about this resource here.

On Thursday, March 11, 2021, President Biden signed into law the American Rescue Plan (ARP) Act, which delivered critical aid to States (as well as Puerto Rico and the District of Columbia), districts, schools, educators, students, and families as the country continues to recover from the COVID-19 pandemic. The U.S. Department of Education (Department) will move quickly to get these vital resources to each State, Puerto Rico, and the District of Columbia.
The Department is committed to supporting State educational agencies (SEAs) and school districts in implementing these unprecedented resources to promote safe school operations and equity-driven, sustainable, evidence-based programs to serve students — especially those who are the furthest from opportunity — and to continue to strengthen teaching and learning.

Bureau of Indian Education
As part of the CARES Act’s Education Stabilization Fund, the Department is required to set aside one-half of 1% of the $30.75 billion ($153,750,000) for programs operated or funded by the Bureau of Indian Education, in consultation with the Secretary of Interior. The Department signed an agreement with BIE on June 12, 2020, to govern the terms of the funds transferred to BIE. The Department initiated the transfer of funds to Interior on June 15, 2020.

If an entity has applied for a UEI but has not yet received the UEI by the respective APR reporting deadline, submit with the provided temporary UEI. These temporary UEIs will need to be updated to actual UEIs at a later date. If an entity has applied for a UEI but SAM.gov denied the UEI because it was determined the entity is not unique (shared name, tax ID, etc.), reporting for that entity should be aggregated to the level/entity recognized by SAM.gov as unique.

Targeted Monitoring focuses on specific areas of compliance with Federal requirements for States with potential grantee compliance issues. It also includes the work that the Department does to monitor and support States to come into compliance with the unique Maintenance of Effort and Maintenance of Equity provisions required by the pandemic relief acts.
Comprehensive Monitoring consists of a full programmatic and fiscal review focused on the grantee's implementation of the pandemic relief programs. This type of monitoring evaluates the systems and processes a grantee uses to implement its programs, including the grantee's accounting systems and fiscal controls, internal controls, personnel, allocations, budgeting, and subrecipient monitoring.
Consolidated Monitoring is a cross-program review of the grantee's implementation of its K-12 formula grants for both pandemic relief funding and Elementary and Secondary Education Act of 1965 (ESEA) formula grant programs administered by OESE.

Education Stabilization Fund Transparency Portal
Established in November of 2020, Covid-Relief-Data.ed.gov disseminates information about the three primary Education Stabilization Funds (ESF) programs managed by the U.S. Department of Education and authorized by the Coronavirus Aid, Relief, and Economic Security Act (CARES) and the Coronavirus Response and Relief Supplemental Appropriations Act (CRRSA): the Elementary and Secondary School Emergency Relief (ESSER) Fund, the Governor's Emergency Education Relief (GEER) Fund, and the Higher Education Emergency Relief (HEER) Fund. This publicly accessible site reports how the ESF funds were allocated by the U.S. Department of Education and used by states, outlying areas, local educational agencies (LEAs), and institutions of higher education (IHEs) to alleviate the impact of COVID-19. The site aims to provide the public with transparent, searchable, and understandable data.
Covid-Relief-Data.ed.gov synthesizes data from several sources to improve transparency of federal spending on elementary and secondary education and higher education for the public on Education Stabilization Funds.
Annual performance report and Maintenance of Effort (MOE) data are included on the Transparency Portal.

Federal Prime recipients of ESSER I, ESSER II, ARP ESSER, GEER I, GEER II, EANS I or ARP EANS funds must comply with the FFATA reporting requirements. Please note: As you complete your FFATA reporting to include subawards made with reverted EANS funds, please be sure to report using your State's CRRSA EANS or ARP EANS FAIN Number, not your State's GEER II FAIN Number. When an SEA reverts unobligated CRRSA EANS or ARP EANS funds to the Governor for allowable uses under GEER II, such funds remain CRRSA EANS or ARP EANS funds.

Since March 2020, the Department has made available resources (see below) that highlight promising practices for State and local educational agencies to use in addressing the impact of the COVID-19 pandemic on their students.
- On July 14, 2022, the Department held a formal webinar, Compliance Supplement. The recording and transcript are available here.
- The Department has made available resources on using ESSER and GEER funds for improving ventilation in schools to prevent COVID-19 here.
- As a part of EO 14000, the Department set up the Safer Schools and Campuses Best Practices Clearinghouse, which highlights a number of promising practices from the field on how schools and districts can address the impact of the COVID-19 pandemic
- The Lessons from the Field Webinar series, hosted on the National Center on Safe Supportive Learning Environments site, is a regular webinar, cohosted by the Department and the CDC, that highlights promising practices in the field. This webinar has addressed topics from early childhood education to school nutrition to mental health supports.
- In December 2021, the Department launched two new multistate communities of practice to support states in addressing the impact of lost instructional time from the pandemic. Read more about this resource here.
