President’s Board of Advisors on Historically Black Colleges and Universities

The President’s Board of Advisors on Historically Black Colleges and Universities (Board) advises the President and the Secretary of Education on strengthening the capacity of HBCUs.
 
Each year, the Board submits a Federal Plan for Assistance to HBCUs to the President outlining HBCU participation in federally sponsored programs. The Board also recommends strategies to expand the private sector’s role in strengthening HBCUs, with a focus on enhancing institutional infrastructure, supporting planning and development, advancing the use of new technologies, and ensuring the long-term viability and advancement of these institutions.

Board Membership

The Board consists of no more than 21 members appointed by the President. The Board includes the Secretary of Education, the Executive Director of the White House Initiative on Historically Black Colleges and Universities, and representatives from a variety of sectors and sitting HBCU presidents. The President designates one member of the Board to serve as its Chair, directing the Board’s work in coordination with the Secretary and the Executive Director. The Board’s meetings take place at least twice a year.

The Chair consults with the Executive Director of the Initiative and the Designated Federal Official regarding the time and location of the Board’s meetings, which will take place at least once every six months. 

Meetings are open to the public except as may be determined otherwise by the General Counsel of the Department in accordance with 41 CFR §102-3.155 of the FACA.

A majority of the voting members of the Board shall constitute a quorum.
