RSA provides leadership and resources to assist state and other agencies in providing vocational rehabilitation and other services to individuals with disabilities to maximize their employment, independence and integration into the community and the competitive labor market.

Welcome to RSA

RSA is a component of the Office of Special Education and Rehabilitative Services (OSERS) within the U.S. Department of Education. The mission of OSERS is to improve early childhood, educational, and employment outcomes and raise expectations for all people with disabilities, their families, their communities, and the nation. OSERS’ vision is that all Americans with disabilities will live and thrive with their disabilities in their own communities.

The Rehabilitation Services Administration (RSA) provides leadership and resources to assist state and other agencies in providing vocational rehabilitation and other services to individuals with disabilities to maximize their employment, independence, and integration into the community and the competitive labor market.

RSA administers legislation that directly influences the lives of individuals with disabilities and their families. RSA plays critical roles in both the development of federal regulations that bring legislation into effect and in monitoring that legislation and Federal regulations are followed.

The Rehabilitation Act of 1973, as amended by title IV of the Workforce Innovation and Opportunity Act (WIOA)

President Obama signed WIOA into law on July 22, 2014. This legislation and its implementing Federal regulations are designed to strengthen and improve our nation's public workforce system and help Americans with barriers to employment, including individuals with disabilities, into high quality careers and help employers hire and retain skilled workers.

The Randolph-Sheppard Act

The Randolph-Sheppard Act, P.L. 74-732, as amended by P.L. 83-565 and P.L. 93-516; 20 U.S.C. Sec. 107 et seq.
