President Announces Education as "Number One Priority,"

10-Point Education Plan in State of the Union
In his State of the Union
Address on February 4, 1997, the President named education as his
"number one priority for the next four years." He also issued a call to
action -- a 10-point plan -- for
ensuring that Americans have the best education in the world. Materials
supporting his call for challenging national
standards and tests in reading and mathematics are
also available, as is the 1998
budget for the U.S. Department of Education, which the President sent
to Congress on February 6, 1997.
