Grades indicate relative progress, so distribution stays steady all year

This slide presents an actual grade distribution of all the approximately 500,000 student grades for each of the 4 grading periods, as entered by teachers in the Cleveland schools in the 2002-2003 school year. The slide shows that the grade distribution is similar each quarter, which is at it should be since, in Cleveland, teachers are expected to assign quarterly grades on the basis of whether the student is making "expected progress."
