South Dakota Quality Assurance (QA)—Service Record Review

As part of its QA activities, the South Dakota Division of Rehabilitation Services and the Division of Service to the Blind and Visually Impaired conduct an annual service record review to assess compliance with VR program requirements. State agency management and counselors from across the state participate in the review of active and closed records. DRS and SBVI utilize a review instrument for this process that is consistent with federal requirements. During the process, participants identify effective practices that are shared with all counselors as well as problem areas that are addressed in statewide training sessions. The identification of problem areas serves to alert VR management of the need to provide additional policy guidance. The service record review enhances accountability, promotes consistency among staff with respect to the implementation of state and federal requirements, and is aligned with the identification and sharing of effective practices, staff training and policy revision.
