Overall, public high school enrollment is projected to increase 11 percent over the next ten years. California has the largest projected increase at 33 percent, from 1.6 million in 1998 to 2.2 million in 2008. Arizona, also a western state, has the second largest projected increase at 28 percent, from 220,000 students in 1998 to 281,000 in 2008. Other states outside the western region with large public secondary school enrollment increases expected by 2008 include North Carolina with a 21 percent projected increase, Texas with a 19 percent increase, and Georgia and Massachusetts, both with a projected increase of about 18 percent.
