![]() Enrollment in preprimary education has increased in recent years, reaching about 7.8 million in 1999. About two-thirds of 3- to 5-year-olds attended preprimary programs in 1999, but about 4.1 million were not enrolled. Enrollment rates differed by age, with about 39 percent of 3-year-olds, 69 percent of 4-year-olds, and 88 percent of 5-year-olds enrolled in preprimary programs. * Some of the enrollment increase since 1993 is attributable to changes in survey procedures.
