The 12 studies were commissioned by the Office of Educational Research and Improvement in 1991 and were all completed by fall 1995. Generally, each study comprises three volumes.
Volume I contains a discussion of the study, case study summaries of the schools or school districts examined, and recommendations. Volume II contains detailed case studies. Volume III is a technical appendix explaining the study's methodology. OERI has only printed Volume I. The others are available through ERIC.
