The National Educational Research Policy and Priorities Board
The National Educational Research Policy and Priorities Board (NERPPB) is authorized by the Educational Research, Development, Dissemination, and Improvement Act of 1994. The Board works collaboratively with the Assistant Secretary for the Office of Educational Research and Improvement (OERI) to forge a national consensus with respect to a long-term agenda for educational research.
One of the chief responsibilities of the Board is to review and approve standards for the conduct and evaluation of all research, development, and dissemination carried out under the auspices of OERI. The standards were developed in three phases: Evaluation of Applications for Grants and Cooperative Agreements and Proposals for Contracts (Phase I); Designation of Exemplary and Promising Programs (Phase II); and Evaluation of the Performance of Recipients of Grants, Cooperative Agreements, and Contracts (Phase III). Phase I standards, which apply to the evaluation of applications for grants and cooperative agreements and proposals for contracts, were approved by the Board and went into effect on October 16, 1995.
After the Phase I standards had been employed in various competitions in fiscal years 1996 and 1997, the Board commissioned a study of how well they had functioned, since another responsibility of the Board is to review, evaluate, and publicly comment on the implementation of its policies by the U.S. Department of Education.
The present study was undertaken by August and Associates, a sub-contractor of the Pelavin Research Center, and was prepared under the auspices of a distinguished panel of experts: Christopher T. Cross, Carl F. Kaestle, Sharon Lewis, Penelope Peterson, and Judith Sunley.
