National Family Literacy Project (Dissemination Process). The project evaluates and validates exemplary family literacy programs and provides to validated programs assistance with awareness, dissemination, and training.

Audience Staff of comprehensive family literacy programs who are seeking evaluation and validation of their programs or of specific components or features of programs.

Description Background: The National Family Literacy Project (Dissemination Process) is a service of the National Center for Family Literacy (NCFL) in Louisville, KY. The NCFL is a private, not-for-profit corporation which provides leadership, advocacy, and training for programs providing comprehensive educational and other services to disadvantaged families. The NCFL is the major provider of information, advocacy, and training for the field of family literacy. Family literacy programs offer basic education/literacy training for undereducated parents and preschool education for their young children, as well as parent support and intergenerational activities. Family literacy programs forge the connection between National Goals for Education 1 and 6 by working to improve the skills of preschool children and adults and supporting parents as "first teachers" of their children.

Services: The National Family Literacy Project (Dissemination Process) will identify, select, and validate exemplary practices in family literacy and increase awareness of exemplary models and practices. Programs which serve special populations or have developed particularly efficient or effective processes for service delivery in one or more program components are invited to apply. Services of the Project include: (1) awareness presentations and materials concerning the National Family Literacy Project, (2) assistance for local program staff preparing for the NFLP validation process, (3) feedback for program improvement during all phases of the evaluation process, (4) assistance (for validated model program staff) in developing awareness materials and training for dissemination, and (5) awareness and training for selected models provided by NFLP staff.

Evidence of Effectiveness The Project evaluates the effectiveness of its validation/dissemination activities by: (1) documenting the scope and impact of Project awareness and validation activities, (2) surveying local program staff regarding effectiveness of services, and (3) surveying recipients of training in validated models. The validity of Project processes will also be ensured by the ongoing use of external expert reviewers in the evaluation of programs. Whenever possible, the impact on family literacy program participants will also be assessed by documenting academic and other gains of parents and children, improved parenting skills and parent-child relationships, etc. Substantial gains in these areas have been documented by the NCFL in working with comprehensive family literacy programs. It is expected that programs validated through the National Family Literacy Project will show similar effects.

Requirements For NFLP validation, programs must submit an application which includes a completed self-study and evidence of program effectiveness.
