Program Performance Plan
Program performance plans describe the goals and intended outcomes of U.S. Department of Education programs and initiatives. Annual targets and strategies, along with measures for monitoring progress, are published in performance plans prior to each fiscal year. The plans also include actual performance data showing whether targets were met in previous years. Annual Performance Report
A Notice of Proposed Information Collection Requests appeared in the Federal Register on February 13, 2008, inviting public comment by April 14, 2008, on the draft annual performance report for Upward Bound, Upward Bound Math-Science, and Veterans Upward Bound. Information on the version of the report that has been in use (and that expired December 31, 2007) appears below.
All Upward Bound, Upward Bound Math-Science, and Veterans Upward Bound grantees are required to submit their 2006-07 annual performance reports (APRs) via the Web using an online application available on November 1, 2007, at our contractor's site, https://trio.ed.gov/ub. Upward Bound and Veterans Upward Bound projects must submit their reports by November 30, 2007; Upward Bound Math-Science projects have until December 31, 2007. The form and instructions for the APR are available in text and PDF versions for your reference.
Please note that the APR is approved by OMB for use only through the end of 2007; for 2007-08, TRIO is developing a revised report form that will reflect the 2007 competition's objectives. After December 31, 2007, the Web version of the APR used for submittals will be removed, and the form will appear in text and PDF only for information purposes. The Department may not accept 2006-07 APRs for the UB programs after December 31, 2007. Grantees should register as soon as possible and not wait until close to the deadline to submit reports. Registration and submittal procedures are discussed in the letter to project directors dated October 26, 2007, and in the general instructions.

The Department's Participant Data Collection Tool, which may be used to collect the data required in Section II, is available for the 2006-07 report as of November 1, 2007, at https://trio.ed.gov/ub.
