The Department has calculated persistence, graduation and efficiency measures based upon the 2004-05 annual performance reports submitted by grantees.

The 2004-05 results include, for the first time, grantee-level persistence and graduation rates. The 2004-05 grantee-level efficiency measures are not comparable to the 2003-04 efficiency measures because of changes in the measure and improvements in the methodology used to calculate the efficiency measures.
