State Educational Agencies (SEAs), the Bureau of Indian Affairs, and outlying area are entitled to receive FY 2009 and School Improvement Funds under the American Recovery and Reinvestment Act, School Improvement Funds in proportion to the FY 2009 funds it receives under Parts A, C, and D, Subpart 1 of Title I of the ESEA.
