1. Can a SES provider seek a partnership with schools and organizations that are current 21st Century grantees and apply?

A SES provider can seek a partnership with a current 21st Century grantee, but the 21st Century grantee must submit the application.

2. Who has to apply? The LEA, the 21st Century grantee, or the SES provider? Can any one of those entities apply?

As stated in the Notice inviting applicants, eligible applicants are current recipients of 21st Century local grants that will provide services in the 2008-2009 school year.
