Yes, under this competition, applicants may propose activities within and up to the range specified for either the general grants or digital educational programming grants. The closing date notice for this competition also noted, however, that the Department is not bound by any of the estimates in terms of funding, award size, or number of grants, provided in that notice.
TOP2. Does the average award represent an annual amount or total grant award?
The grant estimates represent the estimated award for one year. However, applicants should submit proposed activities and budget requests for five years under a general telecommunications grant and for three years for a digital educational programming grant.
TOP3. Can an applicant apply the matching requirement only to the first year?
No, a 100% match must be included under the digital educational programming grant for each of the three years that federal funds are provided. In-kind funds may be used to address the matching requirement.

The ESEA does not define administrative costs.
