Who may apply: Because only organizations may be licensed to receive the restricted use NAEP data, only organizations may apply for grants under this program. Any organization or consortium of organizations that has the knowledge and capacity to conduct secondary analysis of the NAEP data is eligible to apply. Eligible applicants include, but are not limited to, non-profit and for-profit organizations and public and private agencies and institutions, such as colleges and universities.
