Fifth Meeting
May 19-21, 1999

This meeting, the Team's final meeting, commenced at approximately 8:30 a.m. on May 19, 1999, as scheduled, and adjourned on May 21, 1999, at approximately 4:30 p.m.

All members, except the National Association of Graduate and Professional Schools, the National Association of State Universities and Land Grant Colleges, and the U.S. Public Interest Research Group, and the Facilitators were present. The summary of the Team's fourth meeting was approved as circulated. The Department of Education distributed some preamble provisions that it was planning to include with the pertinent NPRMs based upon discussions with this Team.

The meeting then consisted of discussions, often in various caucus groups, of the many provisions of the four NPRMs pertinent to this Team which still were not subject to tentative agreement. By the end of the session on May 21, 1999, tentative agreement was achieved on all outstanding issues and consensus on all provisions of all five NPRMs was achieved.

During the course of these discussions, particularly when the Team's final topic, the confirmation provisions of the master promissory note, was the sole remaining matter in issue, the American Association of Collegiate Registrars and Admissions Officers resigned from the Team. In doing so AACRAO's negotiator indicated that it would not comment negatively on any other provision of the pertinent NPRMs.

The Facilitators, the Department of Education, and other Team members congratulated the Team on achieving final consensus on all of the NPRMs placed before it, and expressed their thanks for the collaborative approach taken by all members.
