Fourth Meeting
April 19-20, 1999

This meeting commenced at approximately 8:30 a.m. on April 19, 1999, as scheduled, and adjourned on April 20, 1999, at approximately 5:00 p.m.

All members, except the American Association of Collegiate Registrars and Admissions Officers and Legal Aid, and the Facilitators were present. The summary of the Team's third meeting was approved as revised. (The only revisions were to the appendix, which indicated the tentative agreements reached. The changes are that Section 682.421 will be removed from the appendix as it contained outstanding issues and in Section 682.419 (c)(6), the words "as approved by the Secretary" will be replaced with "pursuant to Section 682.421.")

The meeting's main discussions followed an April 14, 1999 draft of regulatory provisions for unresolved sections, which was distributed by the Department of Education negotiator. Other members also distributed proposed provisions.

Tentative agreements were achieved on all the issues remaining before the Team and are listed below. The agenda for the May 17-18 meeting will consist of a review of the draft NPRM package of tentative agreements, which will be provided by the Department of Education. In addition, the federal negotiator has invited the negotiators to propose other topics for the Team to discuss after consensus has been reached on the above document.
