Draft Template for Volume 1 GPRA Report

By using these instructions and responding to these questions, it should be possible to draft Volume 1 in a consistent manner.

NATIONAL NEED

Review the National Need section of the Strategic Plan.

  1. Does that discussion set the context and describe the issues completely? If not, please expand the section so that it does.
  2. Is there a clear distinction between the national need that is being addressed and the role of the Department in addressing that need? If not, please make the distinction clear.
  3. Is it clear how the objective relates to the goal? If not, please make the relationship clear.

PERFORMANCE - HOW WE MEASURE

This section describes how the indicators fit together to describe the aspects/components of the objective.

  1. Is the relationship between the indicators clear?
  2. Are all the implicit or explicit attributes of the goal reflected in the set of indicators?
  3. Is it clear how the indicators relate to the objective?

PERFORMANCE - INDICATORS AND DATA

For each indicator, the following information should be available and included:

  1. Measure
  2. Data source
  3. Frequency of data collection
  4. Validation procedures
  5. Limitations of data

PERFORMANCE - ASSESSMENT OF PROGRESS

This discussion, presented for each indicator, should address the following:

  1. What does the data show?
  2. How does this compare to the baseline?
  3. How does this compare to last year?
  4. What do we expect for next year?
  5. If there is no data: why is there no data and when we will get data? And from what source?

STRATEGIES TO ACHIEVE OBJECTIVES

This section provides a sense of how we will accomplish the objective and what actions we will undertake to make the measures for each of the indicators move in the desired direction. This section is the "twin" of the "How we Measure" section. The two parts fit together. The reader will carry away from this section the following:

  1. What strategies, actions, or plans, will ED be undertaking in the next year to address these objectives?
  2. What indicator is each strategy most clearly associated with?
  3. Do the strategies reflect each of/main/levels/ of strategies - [ specify each of the levels of strategies that Natalia is working to articulate

COORDINATION

This section describes how we work well with others to improve our services , expand our service delivery, and/or increase the reach of our programs.

  1. What agencies do we work with?
  2. With what agencies do we share common goals?
  3. How do we coordinate service/program delivery?
  4. What agencies are we planning on talking to even if we do not do so now?

CHALLENGES

This section describes the obstacles we face in achieving our objectives.

  1. What makes it hard to achieve our objective?
  2. What factors may make it hard to achieve or describe success for each indicator?
  3. What do GAO and/or IG reports say about this issue.
  4. What are we doing in response
