A proprietary foreign veterinary school must meet all of the standard eligibility requirements for institutions of higher education participating in the FFEL programs.

In addition, the school must:

• provide, and require its students to complete, a program of clinical and classroom veterinary instructions supervised by the school's faculty in a facility that is either:
  • (outside the U.S.) equipped to afford the students comprehensive clinical and classroom veterinary instruction
    
    OR
  • (in the U.S.) through a training program that has been approved by veterinary licensing boards and evaluating entities recognized by Federal Student Aid
