Secretary Riley, Governor Mike Huckabee and U.S. Senator Blanche Lincoln visited Portland Elementary School in Portland, Arkansas.

Portland Elementary - located in a rural town with a population of just over 500 - was named the Title I Distinguished School for Arkansas in 1998 for dramatically improving student achievement. While fewer than half the children at Portland were reading at grade level in 1995, nearly all students were reading at grade level by 1999. During his luncheon remarks, Secretary Riley commented that children in small towns are just as important as school children anywhere else.
