Purpose of These Guidelines These guidelines contain information for State and local educational agencies (SEAs and LEAs) on: The purpose and implementation procedures of the Class-Size Reduction program; State administration of the program; and How LEAs can use Class-Size Reduction program funds to improve student achievement by recruiting, hiring, and training fully qualified classroom teachers to reduce class size in the early grades. Authority for this program is contained in section 310 of the Department of Education Appropriations Act, 2000, as enacted by section 1000(a)(4) of Division B of P.L. 106-113. The guidance in this document does not impose any requirements beyond those that the law specifies. Where possible, it encourages varying approaches and focuses on what can be done rather than what cannot. Any requirements referred to in this document are taken directly from the authorizing statute (section 310) or from other existing statutes or regulations whose requirements pertain to this program. U.S. Department of Education officials, including the Inspector General, will consider State and local recipients that follow these guidelines to be in compliance with the applicable Federal statutes and regulations.
