The Ohio Department of Education (ODE) has identified three needs. One need is a comprehensive arts education curriculum model (framework) that integrates and extends concepts from four important knowledge bases. They are (1) "world-class standards" from four national arts education associations, (2) "trans-formational outcomes-based education", (3) "discipline-based art education", and (4) ODE's existing "comprehensive arts education curriculum" goals and objectives. This new model would be called transdisciplinary comprehensive arts education curriculum (TCAEC).

A second need is for teachers to understand TCAEC and be able to implement it in elementary and secondary schools. Thus, they need indepth, long-term staff development opportunities. Not only is there a need for teachers to receive inservice education in TCAEC, but there is a third need which is to give direction to educators in our universities and colleges to restructure preservice education to accommodate TCAEC.

Our plan of operation extends from August 1993 to July 1996. First, we will analyze the existing comprehensive arts education curriculum goals and objectives to make sure that they are consistent with world-class standards. Next, we will generate a theory to guide the process of translating the goals and objectives into exemplary units of instruction for all grade levels which are based on principles of "transdisciplinary outcomes-based education", and extend concepts of "discipline-based art education" to include the other arts education disciplines.

We will publish the new model supplemented by a videotape explaining the theory of TCAEC and featuring selected exemplary units. Both will be introduced to the field during six two- week regional summer institutes. The institutes will pilot-test the merit of a staff development system in which regional arts education partnerships plan indepth, long-term activities that implement a common state arts education curriculum model.
