The New Jersey State Department of Education, in collaboration with the New Jersey Mathematics Coalition, will develop and implement a curriculum framework for mathematics in grades K-12. At present, each of New Jersey's 592 districts has its own mathematics curriculum, determined more by the textbooks that the district orders than on any shared perspective on what mathematics is needed by students preparing for the 21st century.

A few districts are presently attempting to develop their own curricula based on the NCTM Standards, but most districts do not have the resources or expertise to do so. Urban and rural areas are particularly in need of program direction and coordination from the state.

The project has three phases -- defining curriculum standards, developing a curriculum framework, and piloting implementation programs (including inservice and preservice programs for teachers and administrators). These three phases are interrelated; however, each phase will be the focus of one year of the project.

This project is particularly timely for New Jersey because the legislature has mandated a new statewide monitoring process which requires that content standards be in place by the summer of 1993. Moreover, the presence of a vigorous New Jersey Mathematics Coalition as a full partner in this project will ensure that the effort to develop and implement a curriculum framework will have active state-wide support.

As a result of this initiative, all graduates of New Jersey schools will be fully prepared for careers, colleges, and citizenship in the 21st century. At the same time, both the substance of the curriculum framework and process of developing and implementing it are intended to serve as models enabling other states to achieve world-class standards for their students.
