The Kansas State Board of Education has developed State content standards and the State assessment in the areas of mathematics, reading, writing communications, social studies and science. Two lessons which have been learned from this experience have been:

  1. The need for refinement of standards, and
  2. The basic foundation and importance of English, reading and communications skills for achieving educational excellence in all content areas. English, reading and vocabulary may be considered "first among equals" in achieving the National Education Goals in Kansas.

The proposed plan of operation includes formation of an Advisory Committee, two way interactive communications with 76 sites, consultations to establish a research base, and refinement of Communications Standards, the development of guidelines for teacher education, certification, recertification and professional development programs; the development of a model professional development program; the development of technical assistance materials and the increased awareness and knowledge of educators and stakeholders.

The outcomes of the proposed effort will be an improved learning/teaching process for language development in Kansas schools and increased educational achievement and learning for all groups of Kansas students.
