This project will support Colorado's comprehensive effort to implement content standards- based education in the state's 176 school districts by developing and implementing content standards in history, geography, and civics.
The project is guided by a working partnership between the Standards and Assessment Development and Implementation (SADI) Council coordinated from the Governor's Office, Colorado Department of Education and the University of Northern Colorado, the university mandated by House Bill 1187 to provide state-wide leadership for teacher education.
The plan of operation focuses on four outcome objectives, which commit the project to accomplishing the following:
- Developing, adopting, and publishing "high quality" standards for history, geography, civics during year one. As of April 1995 draft model content standards have been developed in history and geography.
- Developing a model of pre-service education and licensure/certification during year one, which will be implemented in schools and university during years two and three.
- Producing for adoption by the Colorado State Board of Education during year two, modifications to licensure/certification requirements consistent with the standards-based certification guidelines developed by the project.
- Developing a set of quality criteria for Colorado's inservice education and recertification during years two and three.
- Ensuring that at least four representative school districts and one non-public school adopt substantial portions of the Colorado inservice education model during year two.
- Ensuring that 20 other states adopt six to eight key components of the Colorado Standards, preservice/certification model, and inservice/ recertification model during years two and three. Validation of adoption will be provided by a small team of "inside-outside" evaluators.
