Small Business Innovation Research ProgramSBIR is authorized by 15 U.S.C., P.L. 102-564, the Small Business Research and Development Act of 1992 which establishes SBIR programs by reserving a statutory percentage of the Department?s research and development budgets to be awarded to small business concerns for research or research and development through a uniform three phase contractual process.
The PLLI seeks to promote greater coordination of Federal research and development on issues related to adult learning and to carry out a program of research and development providing nonpartisan, research-based leadership to the United States as it seeks to improve libraries, postsecondary education, literacy, and lifelong learning throughout the United States. Such a program includes research and development targeted at strengthening connections between individual learning and workplace performance; investigating effective methods of delivering adult literacy programs to eliminate illiteracy; improve quality, affordability, and effectiveness of postsecondary programs; promoting greater access to and success by minorities in postsecondary programs in scientific, technical, teaching, and health career fields; and improving the performance of libraries and other service providers in educating adults for citizenship, work, and lifelong learning.
