Purpose:The Educational Technology Panel was established by the Office of Educational Research and Improvement (OERI) and the Office of Educational Technology in the summer of 1998. The program currently resides in the Learning Technologies Division within OERI. The 18-member panel is composed of education practitioners; researchers; school reformers; evaluators; and representatives from local education agencies, institutions of higher education, businesses, foundations, and state and federal agencies. The Panel held its first meeting in September, 1998, to discuss its plans to identify and recommend to the Secretary promising and exemplary programs in the area of educational technology. In the Winter and Spring of 1999 the Panel solicited public comments on its draft program guidelines. In addition, the Panel piloted its draft guidelines by conducting a field test on selected comprehensive technology-based educational programs and soliciting preliminary applications. The Panel met to finalize its guidelines based on these activities and their collective knowledge, experiences, and expertise.
