Chairman Hakuta called the meeting to order at 9 a.m. He introduced the new delegate ex officio from the National Science Foundation, Eric Hamilton, acting division director for research, evaluation, and communication in the Directorate for Human Resources and Education.

Report of the Assistant Secretary

Assistant Secretary McGuire outlined the activities and accomplishments of the agency in the fourth quarter, and announced personnel changes and additions in the Office of the Assistant Secretary: two new research associates, one senior research associate, and a presidential management intern. Ron Cartwright will assume the duties of a deputy for management and operations, and Marty Orland will be a special assistant for research coordination and management. He reviewed the proposed National Education Research Act, legislation which would create a National Institute of Education Research, a successor organization to the Office of Educational Research and Improvement, and invited the Board's comments and reactions.

Report of the Chair

Dr. Hakuta reviewed the July 15-16 conference on Improving the Education of English Language Learners: Best Practices, which was sponsored by the Board, along with OERI and the Office of Bilingual Education and Minority Languages Affairs (OBEMLA). He also briefed the members on a site visit undertaken with Ed Gordon and Lea Schelke and the Board staff to the Laboratory for Student Success, the Mid-Atlantic Regional Educational Laboratory, located at Temple University Center for Research in Human Development and Education, in Philadelphia, on August 23.

He reminded the Board of the meeting dates for FY 2000:

January 20 and 21

March 16 and 17

June 15 and 16.

The proposed September 21 and 22 date proved problematical, and may be moved to September 28 and 29.

Report of the Executive Director

Ms. Bither mentioned preliminary contacts for a conference on the academic achievement of students in middle schools in the spring of 2000; presented the quarterly budget; and indicated that she would be participating in meetings with the Department of Defense and with the National Center for Research in Vocational Education. She distributed a draft report on the English Language Learners conference, and asked for the Board?s comments and suggestions.

Action Items

  1. The Board approved the minutes of its meeting on June 17-18, 1999.
  2. The Board approved the recommendation of the Executive Committee to provide a cash award to the executive director, based on her annual performance evaluation.
  3. The Board approved a proposed task order contract with MPR Associates/Mathtech which would examine OERI?s practices in conducting expert panels and conduct a retrospective review of the implementation of the standards by the expert panel on mathematics and science education. (Dr. Bottoms recused himself from this vote).

Discussion Items

  1. The Assistant Secretary and staff monitors (David Sweet on the Center for Research and Evaluation on Standards and Student Testing; Donna Hinkle on the National Center for Early Development and Learning; Wanda Chambers on the National Center on Student Learning and Achievement in Mathematics and Science) reported on the interim evaluation of the National Education Research and Development Centers.
  2. Dan Berch reported on the conduct of peer review in FY 99 research competitions (Field-Initiated Studies, Interagency Education Research Initiative, Broad Agency Announcement-Comprehensive School Reform) in light of the Board?s recommendations for improving peer review and on the lessons learned specific to these competitions.
