Information Items
OERI Assistant Secretary Russ Whitehurst gave an update on Congressional action on the reauthorization of the agency.
The Board had interactive briefings on four new OERI initiatives, upcoming competitions on: Cognition and Cognitive Neuroscience, presented by Valerie Reyna; Preschool Curriculum, by Heidi Schweingruber; Reading Comprehension, by Anne Sweet; and the What Works Clearinghouse, by Nancy Loy. Mark Constas reported on the Interagency Education Research Initiative.
Dr. Gerald Sroufe, acting director of the American Educational Research Association, discussed the fellowships and research grant programs, including what are known as OERI fellowships, which are designed to build capacity in the field in the area of research, evaluation, and statistics.
With regard to the Board's own initiatives, Lisa Towne, senior program officer of the National Research Council (NRC), Center for Education, who is also the study director of the Committee on Scientific Principles in Education Research, presented to the Board a draft dissemination plan for the Committee's report, "Scientific Research in Education," and discussed the forums where the report had already been presented and discussed. The report is a product of the Board's ongoing contract with the NRC.
Board chairman Kenji Hakuta reported on various items of correspondence and meetings with legislative staff pertaining to the OERI reauthorization.
Executive director Ray Valdivieso reported on the changes and amendments to H.R. 3801, the National Education Sciences Act of 2002.
Action Items
The Board approved the minutes of its last meeting, February 1, 2002.
The Board approved sending a letter of commendation to the chairman, Richard J. Shavelson, and the members of the Committee for Scientific Principles for Education Research for the substance and timeliness of their report, "Scientific Research in Education."
The Board discussed the possibility of adding tasks to its contract with the National Research Council and agreed to hold a conference call to put together a statement of work that would advance and apply the principles laid out in its report, "Scientific Research in Education." The meeting adjourned at 3 p.m.
