The chair, Kenji Hakuta, called the meeting to order at 12:15 p.m.
Information Items
Dr. Gary W. Phillips, Deputy Director of the National Center for Education Statistics, briefed the members on current work.
Assistant Secretary Whitehurst reported on activities underway in OERI. He announced new hires and other personnel changes, and the institution at OERI of a peer review function for pamphlets and program documents, generated by the Department, which give advice to the field. Other topics addressed included the OERI budget; new initiatives in mathematics and mathematics education; professional development of teachers; character and socialization; and an evaluation agenda for FY 2003.
Adela Acosta, principal of Cesar Chavez Elementary School in Hyattsville, MD, which the Board members site visited earlier in the day, outlined for the Board the history and demographics of the school and the community from which it draws its students.
Doris Ortiz, language coordinator at Cesar Chavez Elementary, described its dual-language program, which is unique in Prince Georges County.
Rafael Valdivieso gave the executive director's report, including the year-end financial report.
Lisa Towne, project director of the Board's contract with the National Academy of Sciences/National Research Council in support of scientific research in education reported on its accomplishments under the contract and plans for new work under an extension of the contract.
Action Items
The Board approved the minutes of its last meeting, June 28, 2002.
The Board revised the schedule of meeting dates for FY 2003:
January 24; April 25; June 13; and September 12.
The Board agreed that the chair and a delegation of members should schedule a consultation with Assistant Secretary Whitehurst to discuss priorities for FY 2003.
The meeting adjourned at 3:30 pm.
