An analytic treatment of the conditions associated with successful, as well as ineffective, links between research and practice, suggested issues the Board should address, and perspectives on the ways the RD&D system could be made more productive in the future.

These discussion periods will provide full opportunity for Board members to raise other questions with those panelists who remain, to clarify their view of the questions needing further explanation, to consider whether committee membership should be supplemented with others from outside the Board, and to advance, as far as possible, the opinions of Board members about the RD&D System.
Suggested discussion questions include:

What does each member believe are the one or two most pressing issues the Board should address about the RD&D System generally; about connections between research and practice?

We have said the purpose of the Workshop is to help the Board clarify questions at the outset of committee work on the RD&D System. On the basis of your own experience, your work on the Board, and the discussions from this morning, what would you say the RD&D System questions are that this Board should address?

We have also said that we wanted to use the Workshop to help us determine whether the Committee should supplement its membership of Board participants with others from outside the Board. Do we have new views on that question?

As we begin our look at the RD&D System; and based on our own experience, today's discussion, the historical paper from Maris; what do we think should be done to build a strong and effective RD&D System?
